US DOS ITAR – Controlled Shipments

International Traffic in Arms Regulations (ITAR) mandates data and articles pertaining to defense and military related technologies may only be shared with US persons unless authorization from the Department of State (DOS) is received or a special exemption is used.

ITAR is a set of US Government regulations that control export, import, and temporary movement of defense-related articles and services on the United States Munitions List (USML). The DOS interprets and enforces ITAR to safeguard US national security and further US foreign policy objectives. All US exporters and brokers are required to register with US DOS to provide the US Government with necessary information on who is involved in certain manufacturing and exporting activities.

DHL Express is registered to export commodities on the USML. We can assist you with this special request once all requirements have been meet. Please contact your DHL Express Sales Representative or Customer Service prior to tendering any ITAR-controlled shipments to DHL.

YES. DHL only accepts ITAR-controlled shipments from pre-approved shippers. Please contact the DHL Express Customer Service or your Sales Representative prior to tendering any ITAR-controlled shipments to DHL.

Only if DHL is filing the Automated Export System (AES) record on your behalf. Completion of the DHL SLI is an efficient way to provide DHL with the mandatory ITAR specific Electronic Export Information (EEI) data elements that are required for an AES filing.

Yes, the Directorate of Defense Trade Controls (DDTC) the Census Bureau and DHL Express all strongly encourage the US Principal Party In Interest (USPPI) to file their own EEI information.

Ensure that your AES Internal Transaction Number (ITN) is visible on the DHL Express waybill. When using a DHL manual waybill, please ensure that AES and your ITN is written in the Description of Contents box. Additionally, you should note AES and the ITN on your invoice.

For Self-filers: A completed DHL Express waybill and invoice with AES and your ITN noted on both shipping documents. Also, include a copy of your AES Direct Shipment Record. This is for DHL verification use only and will not be forwarded to US Customs (CBP).

For Non-Self-Filers: A completed DHL Express waybill, invoice and DHL SLI plus a copy of your DOS license, as applicable.

DHL charges $65.00 US per waybill to file the EEI for your ITAR-controlled commodities via AES.
