A dutiable shipment with a single commodity valued over $2,500 US requires filing Electronic Export Information (EEI) to receive an Internal Transaction Number (ITN) necessary for export. We've made it easy to create your export documentation by providing automated Customs documentation tools.

Why wait for an Internal Transaction Number (ITN)?  The Electronic Export Filing process has been streamlined, saving you time and extra steps.  Now you no longer need to submit a separate ITN request for your international shipment.  You can designate DHL to be your filing agent at the same time that you prepare your waybill.  Enter your EEI, print your waybill and affix it to your shipment. It is that easy!

EEI/SED Regulatory Changes for US Export Shipments

The Census Bureau of the US Department of Commerce (DOC) issued on June 2, 2008, revised export regulations that became effective July 2, 2008, requiring that all Electronic Export Information (EEI; formerly SED) must be filed and accepted in the AES two hours before scheduled flight departure and that an Internal Transaction Number (ITN) is available on the commercial loading document (i.e. waybill).
An EEI Filing is required when one of the following conditions apply:
  1. An individual Schedule B/HTS item value exceeds $2500 US to all foreign destinations (except to Canada)
  1. An individual Schedule B/HTS item value exceeds $2500 US for shipment being shipped as follows:
  • from the US to Puerto Rico
  • from Puerto Rico to the US
  • from the US or Puerto Rico to the US Virgin Islands
  • trans-shipped through or for storage in Canada, but ultimately destined to a third country
  1. A shipment (regardless of value) is transported under an export license issued by the applicable US Government agency (e.g., Dept of State, Dept of Commerce, etc.) including Canada destinations and including Carnets; or
  1. A shipment (regardless of value) is subject to the International Traffic in Arms Regulations (ITAR) , including shipments exempt from licensing requirements and including shipments to Canada; or
  1. A shipment (regardless of value) contains rough diamonds (under Schedule B’s 7102.10, 7102.21 and 7102.31, including shipments to Canada; or
  1. A shipment (regardless of value) is destined to a US Department of Commerce authorized Validated End User (VEU); or
  1. A shipment (regardless of value other than personal correspondence or business records) is destined to restricted countries such as Cuba, Iran, North Korea, Sudan, and Syria. (DHL Express USA currently does not provide Worldwide Priority Express (WPX) to these restricted countries unless pre-authorized by the Trade Compliance Department.)
DHL strongly encourages customers to obtain AES-filer status with the US Department of Commerce as soon as possible.

Managing your shipment documentation has never been easier! DHL now has three different options for you to file your EEI to obtain and ITN with us.
Get started by logging into My DHL Express and click Ship Now to begin preparing your shipment. You will be presented the opportunity to request DHL to file your EEI with AESDirect on your behalf each time you prepare a new waybill in section "1 What is your destination country?". Select the radio dial Dutiable (non document) and then select the radio dial I want DHL to be the EEI filing agent. WebShip will quickly walk you through the rest of the steps.

Open EasyShip and begin preparing your shipment. When you reach the EEI filing options, click the I would like for DHL to be my filing agent radio button. An informative message will appear notifying you that you are connecting to the AES Production system for electronic filing of your EEI. This message only appears the first time you have DHL file the EEI. It will not appear again.

Click Accept to continue with the filing. Complete the required data entry on the EEI form and then click OK to close the form.

Process, print, or save your shipment. There's no need to wait for an ITN to return, DHL will handle all of the processing for you!

Login to My DHL Express and click Electronic Export Filer in the left navigation to create your profile.

To submit your Electronic Export Information, click Create EEI in the left navigation. Simply submit and you will receive your ITN via email from AESDirect.

You can file your Electronic Export Information (EEI and formerly known as Shipper’s Export Declaration (SED)), online through the US Government’s Automated Export System (AES Direct).

There are four software options provided by the US Census Bureau to file an EEI through AES offered free of charge:
  • AESDirect
  • AESPCLink
  • AESWebLink
  • AES EDI
All these options can be used by US Principal Parties in Interest (USPPI), forwarders, or anyone else responsible for export reporting.
The revised regulations require all EEI filings to be made electronically using AES; paper SEDs and External Transaction Number (XTN) will no longer be accepted.
Once the EEI filing is approved by AES, an Internal Transaction Number (ITN) is returned as proof that the filing has been accepted.
You will need to note the ITN on your DHL shipment waybill.
The AES filer creates the XTN while the ITN is a unique number provided by AES. Under the newly revised regulations, XTNs will no longer be acceptable as proof of filing.
A shipper receives an ITN after AES reviews and approves the EEI.
The ITN is returned electronically to the filer, generally by email. You may also log into your AESDirect account, access your records and view the ITN.
No, the paper SED Form (Commerce Form 7525-V) is no longer acceptable since all EEI filings must be done electronically.
The US Census Bureau published the final ruling for the regulation that was effective on July 2, 2008. The final regulations are published with a ninety-day implementation period, with full enforcement of the new regulations to commence against non-compliant exporters on and after September 30, 2008.
DHL encourages customers to become Self Filers with AES and note the ITN on the shipment waybill prior to shipment pick up.
Self Filing via the AES Direct website (www.aesdirect.gov) is a free service.
In order to be authorized to file shipment information through AESDirect, you or another representative of your company must pass the AESDirect or AESPcLink Certification Quiz. Preparation for the AESDirect Quiz should include taking the AESDirect Tutorial and reviewing the information in the User Guide.

No, a single EEI is all that is required for the entire shipment being shipped. US Principal Party in Interest (USPPI) participating in AES has the option of providing information at the invoice or shipment level.
This refers to the port where the export shipment is unloaded. This field is required only for shipments traveling by air from the US to Puerto Rico and from Puerto Rico to the US.
The USPPI is the person in the US that receives the primary benefit, monetary or otherwise, of the export transaction. Generally that person is the US seller, manufacturer, order party or foreign entity.
The foreign entity must be listed as the USPPI if in the US when the items are purchased or obtained for export.
If the item you are shipping is Commerce controlled, generally no.
Always check with the DHL Customer Relations Center prior to shipping to members of the US Armed Forces.
Personal and household effects must not be for sale and are only for Personal use as defined by §30.38.

An EEI is required when such effects are moving as cargo under waybill, exceeding $2,500 per commodity type, however, it is not necessary to report each item by and individual Schedule B number.
Yes, unless the merchandise is owned by the individual that is taking it out of the country and is not for consumption in a foreign country. An EEI filing is required for merchandise that is for export and consumption in a foreign country.
Yes, effective June 15, 2005, the US Census Bureau requires the reporting of the Kimberly Process Certificate (KPC) number for exports or re-exports of rough diamonds.
